CC - Item 4A - Rosemead Park Trail EnhancementF J ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: OLIVER CHI, CITY MANAGER Dk4,CAA~ DATE: JULY 22, 2008 SUBJECT: ROSEMEAD PARK TRAIL ENHANCEMENT PROJECT DESIGN OPTIONS SUMMARY At its July 8th meeting, the City Council discussed the proposed trail and recreational enhancement project at Rosemead Park. At this meeting, the City Council decided to reject bids received for the project and directed staff to bring back design options for the trail portion of the enhancement project. Staff developed several alternative designs for the City Council to review, and in addition, Mayor Pro-Tem Nunez requested that the City Council consider a modified version of the initial design. The alternative designs include: Option A (Attachment 1) - This proposed alternative takes the proposed trail further north in the park near the basketball courts. Option B (Attachment 2) - This proposed option removes the trail from the south-east area of the park. Option C (Attachment 3) - This proposed alternative was requested by Mayor Pro Tem Nunez and includes several slight modifications to the original jogging trail design. Finally, a copy of the original design has been included as Attachment 4. Staff Recommendation Staff recommends that the City Council: 1. Review and select an alternative trail design; 2. Authorize staff to advertise this project and solicit bids to complete the improvement project using the selected alternative design option. APPROVED FOR CITY COUNCIL AGENDA: • • City Council Meeting July 22, 2008 Page 2 of 3 Background Rosemead Park is the City's largest and, arguably, most used park. The Park is located on the northwest corner of Mission Drive and Encinita Avenue. It abuts a neighborhood to the east and is bordered by Rosemead High School on the west and Encinita Elementary School on the north. Rosemead Park houses City preschool classes and swim programs, youth and adult sports activities, numerous picnic shelters, basketball courts, and three playgrounds - all of which are heavily used by the community. The proposed Park enhancements included as part of this project will include the creation of a jogging/walking trail, the addition of a rubberized asphalt concrete pad for tai-chi and volleyball participants, and the addition of new stationary exercise units. At its July 8, 2008 meeting, the City Council reviewed bids related to this project. After discussing this item, the Council decided to reject bids for the project and asked staff to develop alternative design options for the trail portion of the project. Further, the City Council discussed the possibility of using a rubberized asphalt concrete surface for the trail instead of a concrete surface. The attached alternative designs address comments provided by the City Council and members of the public. Upon approval of a design for the trail and authorization from the City Council, staff will advertise and solicit bids for this project. Timeline If directed to move forward, staff will work to advertise and complete this project according to the following schedule: July 22nd - Authorization to Proceed City Council Approval of Design, Specifications and Authorization to Solicit Proposals for Park Enhancements June 29th and August 5th - Advertisement Advertisement of Project in Local Publications/Trade Journals August 13th - Bid Opening Public Bid Opening for Project August 26th - City Council Awards Contract Public Bid Opening for Project September 1 st - October 1 oth Grading, Site Prep, Staking Trail Area: Pour/Install Concrete and Rubberized Asphalt Concrete Install Stationary Exercise Equipment: • • City Council Meeting July 22, 2008 Page 3 of 3 *Work will take place on weekdays, between the hours of 7AM and 5PM and not affect any softball or baseball games. The project will be done in phases to minimize the impact on park use. October 13th Project completion and trail opened for public use. FINANCIAL REVIEW Funding for this project was approved by your City Council as part of the City's FY 2008-09 Capital Improvement Program Budget. There is approximately $500,000 budgeted from several funding sources, including Sidewalk Grant funds, Community Development Commission Bond proceeds, and California Waste Board Recycled Tire Grant funds. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (a) of the CEQA Implementing Guidelines.
