TC - Item 1A - Minutes of February 12, 2009Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING February 12, 2009 The regular meeting of the Rosemead Traffic Commission was called to order by Vice-Chairman Masuda at 7:00 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Deary INVOCATION: Commissioner Lewin ROLL CALL OF OFFICERS PRESENT: Commissioner Deary, Commissioner Lewin, Commissioner Russell, Chairperson Knapp, and Vice Chairman Masuda. OFFICIALS ABSENT: None OFFICIALS PRESENT: Deputy Public Works Director Marcarello and Senior Management Analyst Hentabli. 1. APPROVAL OF MINUTES January 15, 2009 -Regular Meeting Commissioner Lewin made a motion, seconded by Commissioner Deary, to approve the minutes of the January 15, 2009 Traffic Commission Meeting. Vote resulted in: Yes: Deary, Knapp, Lewin, Masuda, Russell No: None Abstain: None Absent: None 2. PUBLIC COMMENT FROM THE AUDIENCE Jim Flournoy -addressed the Traffic Commission regarding a red stripe on Rush Street. 3. OLD BUSINESS A. STREET NAME SIGN COLOR OPTIONS SUMMARY On November 6, 2008, the Traffic Commission received an update on the City's street signage replacement program. This program is part of the City's efforts to meet recently adopted reflectivity standards through the Federal Highway Administration (FHWA). There placement program includes developing an inventory of existing signs, determining costs to replace these signs, and a creating a replacement plan and schedule for installing new signs. Staff has developed sample street name signs for consideration and is looking for input on colors for the new signs. Rosemead Traffic Commission Meeting Minutes of Febrira-y 12, 2009 Page 1 ~ f ,i Staff Recommendation Staff recommends that the Traffic Commission review the street name sign options, select a preferred sign color and forward a recommendation to the City Council for consideration. The Traffic Commission reviewed the street name sign options, made suggestions/revisions to the existing sign template, and asked that staff forward a recommendation to the City Council for consideration. Commissioners expressed comments/changes related to the following characteristics of the signs - • Changing the top portion of the street name sign to a rectangle shape instead of a rounded circular shape. • Adding a directional indicator (North, South, East, West) after the street block number. • Enlarging "City of Rosemead" on the top portion of the sign. The Commissioners also agreed to keep recommend a sign color with a white background, blue border, blue lettering, and a "rose" logo on the street name sign. Commissioner Lewin made a motion, seconded by Commissioner Keno, to direct staff to incorporate the discussed changes on the street name signs and forward a recommendation to the City Council. Vote resulted in: Yes: Decry, Knapp, Lewin, Masuda, Russell No: None Abstain: None Absent: None 4. NEW BUSINESS A. SUMMARY Commissioner Lewin requested staff review the driveway access of the Rosemead Park swimming pool. Commissioner Lewin was concerned with exiting vehicles turning left from the parking lot onto Mission Drive. He was concerned that the movement was difficult and the existing striping on Mission Drive did not allow for the movement. Staff Recommendation It is staffs recommendation that the Traffic Commission recommends the following to the City Council: Install two "No Left Tum" (R3-2) signs for vehicles entering and exiting the easterly driveway of the Rosemead Park swimming pool parking lot on Mission Drive, Rosemead Traffrc Commission Meeti»g A~irrutes of February 12, 2009 Page 2 of -1 2. Install one "No Left Tum" (R3-2) sign for vehicles exiting the westerly driveway of the Rosemead Park swimming pool parking lot on Mission Drive. 3. Install the "School Crosswalk Warning Assembly B (CA)" (S1-1 and W16-7p) signs on the north side of Mission Drive at the crosswalk at Newby Avenue facing westbound (northbound) traffic. 4. Install one "No Stopping Any Time" (R26(S) (CA)] sign on the north side of Mission Drive between the driveways of the Rosemead Park swimming pool. Chairperson Knapp made a motion, seconded by Vice Chair Masuda, to remove recommendation No. 2 and forward recommendations Nos. 1, 3, and 4 to the City Council. Vote resulted in: Yes: Deary, Knapp, Lewin, Masuda, Russell No: None Abstain: None Absent: None 5. STAFF REPORTS 6. COMMISSIONER REPORTS Chairperson Knapp commented regarding a previously approved project involving turn pockets at Walnut Grove near the 10 freeway. Staff will research this project and include it in the City's Capital Improvement Project list. Chairperson Knapp commented regarding traffic issues on the south side of Hellman adjacent to New Avenue near a hospital. Staff will research this project and add it to the Commission's list of items to review. Commissioner Russell asked about a "No U-Tum" sign on San Gabriel Blvd. adjacent to the CountylCity border. Staff confirmed that the location is in the County's jurisdiction and will speak to County representatives regarding its placement. Commissioner Deary expressed his appreciation for the updates on traffic projects. Commissioner Lewin discussed visibility issues along Walnut Grove Avenue south of Garvey Avenue. He suggested that bolts dots or reflectors be considered in order to improve road conditions. Staff will research this project and add it to the Commission's list of items to review. ADJOURNMENT The meeting adjourned at 8:15 p.m. The next Traffic Commission meeting is scheduled for May 7, 2009 at 7:00 p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
