Staff Recommendation Staff recommends that the City Council authorize the attendance of any Council Member to this conference. ANALYSIS Conference sessions will include: Practical Guide to Public Entity Liability; Polishing the Professional Image; the Council Member's Role; Fundamentals of Local Government; the California JPIA and Effective Council Relations. He holds a B.A. from California State Polytechnic University in Philosophy and Theatre Arts and a J.D. from the University of La Verne College of Law. He was admitted to practice law before the Supreme Court of California and the Supreme Court of the United States. Mr. Grossberg is a favorite presenter among law enforcement clients including the Department of the Navy, the Federal Bureau of Investigation, and the San Bernardino and Los Angeles County Sheriff's Departments. He has been a featured speaker for the CALIFORNIA JPIA on numerous topics including design immunity, handling tort claims, and police civil liability. John Herrera John Herrera is managing partner of Herrera & Associates, a CPA firm that provides municipal consulting services to cities and special districts in California. He consults regularly with City Council mem,,r_, Cif; iil::nagers, and staff from various municipalities. Jofu1 started Herrera & Associates in 1999 while serving as Administrative Services Director and City Treasurer at the City of Imperial Beach. Since 2006, John now works exclusively as consultant, advising and consulting with municipal organizations. John holds a bachelor's degree in Business Administration from San Diego State University and a Master of Public Administration from Cal State University San Bernardino. John is a CPA licensed to practice public accounting in the state of California and has 20 years experience as City finance officer. John publishes a monthly newsletter called CitySpeak which is distributed statewide. Raised in San Diego, California, he now lives in Los Angeles with his wife and six children. Pamela Hillings Pamela Hilings is the President of Hillings Enterprises, a corporate protocol and etiquette consulting firm. Hillings, daughter of the late Patrick J. Hillings, a United States Congressman representing the San Gabriel Valley, is also the co-author of "Manners-in-a- Minute: Dining." Hillings has been featured in the New York Times and has appeared on Martha Stewart Living, HBO, and America Online. Her clients include Bank of America. Caltech, Professional in Real Estate, and the University of Southern California. Hillings received her degree from Arizona State University and completed a management program at the University of Southern California. Toby Ross Toby Ross has served as West Sacramento's City Manager since November 2002. Immediately prior to this appointment, Mr. Ross was the City Manager for Park City, Utah. Park City is a rapidiy grew ng, world-class, resort community that played host to approximately 40 percent of the events of the 2002 Olympic Winter Games. Ross presided over a full-service city with a $40 million annual municipal program and a $75 million, 5-year capital program. His professional interests include planning, community development, budget and public finance. In 1995, Ross was named "Manager of the Year" by the Utah League of Cities and Towns for his work on statewide growth and planning issues. He has served in a variety of administrative and community development positions in San Luis Obispo and Sonoma County. He earned a PhD and Masters degree from UC Berkeley; and a BA degree in from UC Santa Barbara. Ross has also held part-time faculty positions at the University of Utah, Cal Poly, the University of Hawaii and CSU San Francisco. Michael Jenkins Michael Jenkins has specialized in the practice of municipal law since 1978, and currently serves as City Attorney for the cities of Diamond Bar, Hermosa Beach, Rolling Hills and West Hollywood. In the course of his career, Jenkins has developed expertise in many facets of municipal law and has been responsible for the legal affairs of a diverse array of Southern California municipalities with an emphasis on representing new cities and handling newly developing issues. Jenkins served as President of the City Attorneys Department of the League of California Cities (1993), co-authored the League's Municipal Law Handbook and chairs the League's Brown Act Committee. For the past 20 years, Jenkins has taught local government law at the University of Southern California Law Center; he also is a frequent lecturer on municipal law subjects and is the author of numerous training programs and exercises for municipal lawyers and elected officials. Jonathan R. Shull Jonathan Shull (Jon) has been Chief Executive Officer of the California Joint Powers Insurance Authority since 2002. His responsibilities with the California JPIA include board relations, general administration, policy development, member communications, marketing, and external relations. He holds a Masters Degree in Public Administration from the Maxwell School at Syracuse University and a Bachelor of Arts in Political Science from California Polytechnic State University San Luis Obispo, He received his Associate in Risk Management designation from the Insurance Institute of America in 1997. Shull has focused his career in the public sector. Prior to joining the California JPIA in 1995, he worked in the city manager's office of the cities of San Luis Obispo, Cerritos and Signal Hill, California, and the Mayor's Office in Syracuse, New York. Curtis Morris Curtis Morris has been practicing law since 1968 and is a founding partner in the law firm of Lamb, Morris and Lobello, LLP. Morris has extensive experience in employment law litigation and product liability litigation. Morris has over 25 years of experience in local government. Having served as a member of City Council and Mayor for the City of San Dimas, he recognizes the complex challenges elected officials face. Morris has been an elected member of the Executive Committee for the CALIFORNIA JPIA since 1986, and currently serves as Vice President. He is also Chair of the CALIFORNIA JPIA's Claims Committee. An active member of the community, Morris has served as Chair of the Board of Directors for the Pomona Valley Hospital Medical Center and is involved with many other non-profit and for-profit organizations.
