CC – 2025-65 – Approving the Update to the Sanitary Sewer System Management Plan (SSMP) as Required by the State Water Resources Control Order Board No. 2022-0103-DWQ Statewide General Waste Discharge Requirements (WDR) for Sanitary Sewer SystemsRESOLUTION NO. 2025-65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, APPROVING THE UPDATE TO THE SANITARY SEWER SYSTEM MANAGEMENT PLAN (SSMP) AS REQUIRED BY THE STATE WATER RESOURCES CONTROL ORDER BOARD NO. 2022-0103-DWQ STATEWIDE GENERAL WASTE DISCHARGE REQUIREMENTS (WDR) FOR SANITARY SEWER SYSTEMS WHEREAS, on December 6, 2022, the State of California Water Resources Control hoard (SWRCB) adopted Order No. 2022-0103-DWQ Statewide General Waste Discharge Requirements for Sanitary Sewer Systems; and WHEREAS, the purpose of the WDR is to develop a regulatory mechanism to provide a consistent statewide approach for reducing sanitary sewer overflows (SSOs); and WHEREAS, the Statewide General Waste Discharge Requirements requires an agency with an existing Sanitary Sewer System Management Plan (SSMP) to periodically update the document to ensure compliance and improve system management; and WHEREAS, the SSMP must be approved by the City Council at a public meeting; and WHEREAS, the City of Rosemead now wishes to adopt the updated Sanitary Sewer System Management Plan as completed by the Public Works Department; and WHEREAS, the City must communicate on a regular basis with the public regarding the development, implementation and performance of the SSMP; and WHEREAS, the SSMP has requirements for mapping, maintenance of data, and making a copy of the SSMP available to the public (City's website); and WHEREAS, the WDR requires the City Council to review the SSMP every six years, and be certified by the City's authorized representative (City Engineer) upon completion; and NOW: THEREFORE, BE IT RESOLVED that the City Council of the City of Rosemead. hereby approves the updated Sanitary Sewer System Management Plan in compliance with the State Water Resources Control Board Order No. 2022-0103-DWQ which sets forth the Statewide Water Discharge Requirements for Sanitary Sewer System Systems.
