SUBJECT: ACCEPT COMPLETED IMPROVEMENTS AND AUTHORIZE THE
FILING OF A NOTICE OF COMPLETION FOR THE PUBLIC SAFETY
CENTER UPGRADES PROJECT NO.31028
SUMMARY
On October 22, 2024, the City Council awarded a construction contract to Royal Construction
Corp. for the Public Safety Center Upgrades Project. The total construction budget, including a
10% contingency, was $2,626,800.00. On June 10, 2025, the City Council adopted Resolution
No. 2025-30 amending the City's Fiscal Year 2024-25 CIP budget to appropriate additional
funds in the amount of $255,850.00 to cover the costs of unforeseen conditions. All construction
improvements have been completed and have been accepted by City staff. A notice of
completion will be filed with the Los Angeles County Recorder upon approval by the City
Council. The release of retention funds will occur 35 days after the filing of the notice of
completion.
BACKGROUND
The Public Safety Center previously lacked the necessary amenities and security features to
serve as an adequate substation for the Rosemead assigned Los Angeles County Sheriff's
deputies. Several upgrades to the Public Safety Center were implemented so the facility can be
better equipped with the appropriate amenities that can improve the Sheriff's investigative work
and responsiveness within the City of Rosemead. The project scope consisted of upgrades to the
facility and included:
• Construction of a secured parking lot with gated keypad entry and upgrades to the parking lot
lighting.
• Construction of a new public parking lot and installation of new public parking lot lighting.
• Construction of a locker room for the Los Angeles Sheriff deputies, along with a new gun
vault.
• Construction of a new lobby, public counter, public restrooms, and staff restrooms, which
now includes a shower for deputies.
• Overall upgrades to the office space and meeting room.

Installation of new doors, ceiling tiles, carpeting, flooring, and fresh paint.
Replacement of the deteriorated roof, structural building upgrades, removal and replacement
of the HVAC system, and installation of a new fire alarm system.
The facility was also equipped with new office furniture for staff and a temporary holding
area for animals at the enclosed parking lot.
DISCUSSION
Several challenges were encountered during construction due to unforeseen conditions that were
uncovered. Staff worked with the awarded contractor to address issues such as termite damage
repairs, upgrading data cabling for the entire building to CAT 6 cabling, upgrading the structural
shear wall for the restrooms, adding a wood backing and fascia to provide better waterproofing
for the new roof, construction of a new office next to the Director's office, and upgrading vital
copper water line piping that services the new restrooms.
Additionally, the project included change orders for the construction of new office space to
accommodate the relocation of the Code Enforcement staff. This required the installation of new
cubicles along with the necessary electrical and data wiring to support the relocated team.
During the construction phase, there were a total of eight (8) construction change orders issued to
Royal Construction, Corp. The eight change orders amounted to $484,649.90 and were covered
using the authorized project contingency that utilized Public Facilities funding. All costs,
including the Code Enforcement relocation and associated infrastructure, were included in the
final accounting of the overall project cost.
STAFF RECOMMENDATION
It is recommended that the City Council:
1. Accept the completed improvements for the Public Safety Center Upgrades Project No.
31028 as performed by Royal Construction, Corp.
2. Authorize the recordation of Notice of Completion with the Los Angeles County
Recorder and the release of retention funds 35 days thereafter.
FISCAL IMPACT
The Project was included in the Fiscal Year 2024-2025 Capital Improvement Program (CIP) and
consisted of an approved budget of $2,888,707.00. Final expenditures totaled $2,872,649.90. The
following is the breakdown of the construction cost:

ENVIRONMENTAL REVIEW
The project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (a) of the CEQA Implementing Guidelines.
STRATEGIC PLAN IMPACT
The project is consistent with the City of Rosemead's Strategic Plan Goal C - Infrastructure and
Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with
relevant utility agencies regarding safety and enhancements; and modernize facilities by
expanding the use of wireless network technology and renewable energy.
