On January 13, 2026, City Council meeting, Council Member Clark requested to add to the 2026 list of Proclamations, "National Native American Heritage Month" for the month of November. Attached for the City Council's consideration are the annual proposed 2026 Proclamations. DISCUSSION National Native American Heritage Month honors the culture, history, and contributions of Native American. In 1990, President Geroge H. W. This month recognizes the traditions, languages, and stories of Native American, Alaska Native, Native Hawaiian, and affiliated Island communities, helping ensure their rich histories and contributions are preserved for future generations. To facilitate the process, City staff compiled a list of routine proclamations (Attachment A) approved on an annual basis. By approving a list annually, staff will coordinate proclamation presentations with ample time. Any item not on the list will be presented to the City Council for discussion and approval before officially declaring the proclamation. Proclamations are ceremonial documents to honor an individual or organization, celebrate or create awareness or commemorate a particular day, month, or year. The following procedure to issue any future proclamations is: • A list of Proclamations, routine in nature for regional or statewide events or recognitions will be approved under the Consent Calendar on an annual basis. These Proclamations are automatically agendized under Presentations without City Council discussion. • New proclamation requests will be agendized for discussion and City Council direction. The item will be agendized and presented at the next City Council meeting if approved.
