CC - Item 5A - Discussion of Garvey Avenue Bridge Banner Programv ROSEMEAD CITY COUNCIL - STAFF REPORT /N�POR� gTE��9 TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER VA DATE: JANUARY 27, 2026 SUBJECT: DISCUSSION OF GARVEY AVENUE BRIDGE BANNER PROGRAM SUMMARY The City of Rosemead does not currently have a formal banner program for the Garvey Avenue Bridge. At a previous meeting staff was directed to bring ideas for a program to the Council for discussion. Staff have interest in utilizing banner displays at this prominent location to promote community pride, and seasonal messaging. The Garvey Avenue Bridge offers a centralized and impactful location for such displays should City Council wish to pursue a formalized program. This item is being brought forward by staff for discussion and guidance from the City Council. DISCUSSION The Garvey Avenue Bridge is a highly visible corridor and serves as a key gateway into the City, presenting an opportunity for enhanced branding. Establishing a banner program for the Garvey Avenue Bridge would allow the City to implement consistent standards and oversight for banner use at this location. Key considerations include: • Gateway Enhancement: The Garvey Avenue Bridge functions as a major entry point into the City, making it an appropriate location for banners that reflect civic identity and community values. • Design Standards: A formal program would allow staff to develop guidelines for banner size, materials, color palette, and messaging to ensure a cohesive appearance. • Safety and Structural Considerations: Any banners installed would need to be securely mounted to existing poles using approved hardware and installed at heights that do not interfere with traffic visibility. Wind load and weather exposure would be critical factors due to the bridge's location. Mounts were previously installed but have not been used in many years. Installation and Maintenance: Installation and removal would require coordination with Public Works. Ongoing maintenance and periodic replacement would be necessary. While there is currently no banner program for the Garvey Avenue Bridge, the location presents an opportunity to enhance the City's visual identity and promote civic pride. Establishing a formal program would allow for clear guidelines, improved safety, and consistent messaging. STAFF RECOMMENDATION It is recommended that the City Council discuss and provide further direction to City staff. Should City Council direct staff to develop a formal banner program, staff would return with cost estimates related to banner design, production, installation, and maintenance for Council consideration. STRATEGIC PLAN IMPACT The policy is consistent with the 2030 Strategic Plan' s Goal D "Parks and Programs".
